Drop pgm_read_*_near and let headers choose (#12301)
- Drop `pgm_read_*_near` and let headers choose. - Define `USE_EXECUTE_COMMANDS_IMMEDIATE` as a conditional. - Add `process_subcommands_now` for SRAM-based commands.
