[2.0.x] Fix NO_MOTION_BEFORE_HOMING unwanted behaviour (#8176)

* [2.0.x] Fix NO_MOTION_BEFORE_HOMING unwanted behaviour

NO_MOTION_BEFORE_HOMING should prevent XYZ movements only when homing is not done.
E axes should be allowed
